The Greater Lebanon Refuse Authority (GLRA) was formed under the guidance of the Regional Planning Commission in 1957. Today, the GLRA is responsible for managing a comprehensive solid waste disposal system for the County that is in accordance with the 2000 Lebanon County Solid Waste Management Plan. The GLRA operates the County's solid waste disposal facility in a manner that protects the health and safety of Lebanon County residents and the quality of our environment.
The GLRA occupies 497 acres of land. However, not all of this land is used as landfill space. Of this, approximately 115 acres is made up of old "inactive" landfills, 38 acres contains state-of-the-art lined landfill cells, and the 85 acres of farmland purchased in 2005. The remainder of property consists of offices, a maintenance building, the scale house, a pre-treatment facility for leachate, a landfill gas-to-energy facility, a natural aquatic life treatment system (NALTS), the recycling area, a composting area, borrow areas, and a walking trail along three original locks of the Union Canal. On average, the GLRA accepts 290 tons of regulated municipal solid waste each day.
